Let's Make Maryland

Free and Affordable

     I am tired of saying "Good-bye" to family and friends as they move out of Maryland because they just can't afford to stay.  Or seeing closed store fronts because of high taxes and excessive regulation have caused our businesses to flee to other states.

     Wisely managed, we have enough money to fund fundamental government functions such as law enforcement, fire and emergency services, public infrastructure, schools and provide reasonable social safety nets to take care of our vulnerable populations.

Local Control

     Throughout Maryland’s legislative history, the General Assembly has delegated significant authority to our 24 local jurisdictions (23 counties and Baltimore City) and the 157 independent municipalities. Each of these local governments has developed its own codes and ordinances that reflect the values and priorities of the people they serve. This spirit of local independence in my mind makes Maryland “America in Miniature” not only for its diverse geography, but for the diversity of its people and communities.

Local government is closest to the people. It is more accessible, more responsive, and better able to address the unique concerns of each community. Decisions about zoning, education, and public safety should remain in the hands of local officials who know their residents and understand their needs.

     However, the Maryland General Assembly has begun reclaiming local authority through sweeping statewide mandates, such as the “Blueprint for Maryland’s Future” education reform, laws overriding local zoning to require solar facilities on farmland (The Renewable Energy Certainty Act), and directives limiting local control of policing. These actions are stripping power from local jurisdictions and, ultimately, from the people themselves.

 

     As your delegate, I will stand up against this state overreach. One lesson I took from the recent failed petition drive is that no matter the political party Marylanders want local control. I will work with local officials and grassroots organizations across Maryland to defend our communities’ right to govern themselves.

I went to Annapolis and testified against the "Renewable Energy Certainty Act" 

Then I joined forces with local officials and (like Commissioner Mike Guerin, Carroll County, District 4) and the farming community to put the "Renewable Energy Certainly Act on the ballot.. unfortunately we failed to collect enough signatures.

Energy

     Maryland urgently needs a  realistic comprehensive energy policy. This is an area where strong, thoughtful leadership from state legislators is essential. Rather than focusing on practical solutions that promote affordable, reliable, and clean energy, the majority party has instead targeted our farmland and rural communities turning prime farmland into solar facilities. Their unwavering support for unattainable “net-zero” mandates is unrealistic and hypocritical because it relies on out of state fossil-based energy to keep Maryland’s lights on.

 

     Weather-dependent intermittent systems, like wind and solar, cannot replace stable fossil fuels or nuclear power. Without that reliability, Maryland risks facing blackouts and grid instability, much like the severe power crisis that struck Spain in April 2025.  It is time for Maryland to pursue an energy strategy grounded in reality.

Transmission Lines

     Nothing about the Maryland Piedmont Reliability Project makes sense. Essentially, this project is just a 67-mile extension cord stretching from Pennsylvania to Virginia which brings no benefit to Maryland communities, but imposes significant local costs. We cannot afford to let transmission lines crisscross our state at the whim of corporate interests. This project must be stopped. As stated before, what we truly need is a comprehensive and realistic energy policy that prioritizes Marylanders, not out-of-state power companies.

​​Taxes

     I pledge to never vote for a tax or a fee increase. I know it is cliche but Maryland has a spending problem. Our state budget has more than doubled since 2006 from $30 billion to $67 Billion. It is time for the General Assembly to spend tax money like it was coming out of their own pocket. 

Education

     Everyone talks about offering a "world class" education and clearly with the additional $38 billion being pumped into Maryland schools over the next 10 years that is what we should expect, but the "Blueprint" comes with too much central control. It is a one-size fits all state run program which needs greater flexibility at the county level. Schools need to teach the basics (i.e. reading, writing, arithmetic, science and history and in later grades career tech options) and the Golden Rule... if we did just those two things well Maryland would provide a "world class" education.

I will support:

Repeal of much of the "Blueprint" and its bloated budget, School Choice, parents' rights to direct their children's education, making funding formulas fair to all counties so that Carroll County gets more than the mandates but also our share of  Maryland school dollars.

Fair, Honest and Secure Elections

     Elections are the bedrock of our system of government. When citizens question the election process, the legitimacy of election results are inevitably called into question as well. 

I will support:

voter ID, forensic audits, return to absentee voting and enhanced election security to safeguard every honest vote counts and only honest votes are counted.

AND ENSURE ONLY CITIZEN VOTE 

I am Pro-Life

     In 2024, I was pleased to host the lunch together
in Carroll County which re-established the Carroll County Right to Life chapter. We have amazing officers which are giving the unborn a voice here in Carroll.  Our chapter has been one of the most active in the State. And it should come to no surprise I have participated in many of the legislative days to make sure that our legislators know that there are still many PRO-LIFE voices here in Maryland!
